As a rule of thumb SEBLOD can do a lot, but it cannot do everything "out of the box". It has a very flexible architecture which allows additional plugins / extensions / fields to be developed allowing it to do nearly everything. Currently there is no extension or field for digital signatures. But I am sure that such a field could be developed. There are php code snippets available on the web to add digital signatures, and it is surely possible for someone (or SEBLOD themselves) to develop or modify an existing  field plugin to provide this feature within SEBLOD.

We integrated https://yousign.fr/en services on http://www.inidev.net/. Yousign service used SMS to authenticate the signatory and the sign is done online.
